I was reading an article about China a few weeks ago. Aparantly the problem is not that the admins don't care ... but that they are utterly clueless newbies who only found out about the Internet last week, run pirated Windows and don't go near Windows Update.
I've solved the problem of wiki spam by virtual of robots.txting Google away from it so the spammers don't find it.

(For understandable reasons -- if I received an abuse report in Mandarin I'd assume it were spam, after all...)

I think the solution to this one is going to be to not have a Wiki.

Password protection is quite good. "The password for this WIKI is the three letter abbreviation of the type of degree this Wiki is about"
