It does actually make perfect sense, but it's such a splendidly bizarre way of doing things...
It's a mechanical conversion of an IBM 3270 app, with all the text fields turned into <input>s -- so you tab to the option you want, then press enter...

It makes perfect sense until you write a mechanical conversion utility that works better

I suspect the intention was to make the interface as close as possible to what users with a real 3270 on their desk would see.
But it's pretty horrific if you don't know what it really is underneath. ;)
