Apparently the White House managed to confuse the counties that did and didn't have hurricane warnings in Louisiana.
This seemed a bit far-fetched to me, but after a bit of further investigation it looks correct.
Here are the warnings given for Louisiana, Alabama and Mississippi.
If you compare with the county maps available from the US census bureau, you'll see that the Alabama and Mississippi warnings were all coastal.
The National Hurricane Center shows the track of the hurricane -- the track was over the eastern side of the state.
Unless there's something very subtle about how FEMA was meant to be dealing with this that I'm not getting, it looks like someone screwed up badly.
