Interesting that nobody spotted this until someone deliberately tried to cover all the combinations...
I'm a bit surprised that this isn't a standard test for betting machines.

So not only is it a poorly-designed, poorly-written standard that was pushed through the "standards" process by outright fraud and coercion, there is no implementation of it.
This makes it utterly valueless as a format.
... not least because it virtually guarantees that it contains errors making it unimplementable.
