More specifically: the BBC want to start encrypting the metadata on their HD DVB services, and only releasing the keys to manufacturers who've agreed to implement the draconian DRM system.
Basically, the idea is to lock out consumer use of unapproved PVRs.
Since they don't intend to encrypt the video/audio streams -- they can't, since their license won't let them -- this won't do anything to prevent actual piracy.
I hope they don't get away with this. Best guess? They will.
(Note that they do request responses from stakeholders; I've replied explaining why this is bad for the work we've done with DVB streams at UKC, and for open source.)
