Well, yes. Because that is breaching equal opportunity.
It's no different from creating a society that you can't join unless you are (or aren't) a specific nationality, say.
But it gets worse:

You can pussyfoot around it all you like, but what you're saying is that an entire class of people are innately evil. And yes, that's effectively an expression of hate.
